Adding Ballista is great idea i think, alongside with Bombard it should be available from start, you will have 2 option, build stronger dmg bombard or Ballista with Better Range or maybe AS (attack speed) or build both, Ballista behind Bombard, for range and DMG combo, stats can be balanced...
